While the error is solvable, Flash is deprecated. On modern macOS + Chrome, the best “fix” is to move away from Flash entirely. For old content, use Ruffle (open-source Flash emulator) or Clean Flash Player (hobbyist maintained). Debugging the “not responding” error spends time on a dead technology.
